Ukraine ranks fifth globally in the Online Service Index category of the new United Nations E-Government Survey, which was released in mid-September. The 2024 edition of the annual survey of the digital government landscape across 193 UN member states marked a new high for Ukraine, which was in the 102 position in the same category as recently as 2018.

Ukrainian Minister of Digital Transformation Mykhailo Fedorov said the country’s strong showing in this year’s survey was a reflection of the progress made since 2019 on President Zelenskyy’s pledge to build a digital state. “Digitalization has completely transformed the interaction between Ukrainian citizens and the state,” he commented. “Electronic documents have replaced paper ones and have become an integral part of the life of Ukrainians. Diia already has almost 21 million users, representing the majority of adult Ukrainians.”

Ukraine has established a strong reputation in recent years for rapidly adapting and incorporating new digital technologies in most spheres of everyday life. This trend has proved invaluable amid the chaos and disruption caused by Russia’s full-scale invasion. Despite facing the largest European war since World War II, Ukrainians have been able to manage their interactions with the state through online apps, with a number of new digital platforms launched in response to wartime realities.
